The Association of Construction and Concessionaires of Infrastructure Seopan has calculated that Spain needs to invest 85,000 million euros in water infrastructure until 2035 to adapt its network to the necessary quality requirements.

The DANA last October confirms the scientific evidence of the impact of climate change in the Mediterranean basins, which would require, among other measures, the implementation of an extraordinary investment program in the Mediterranean basins of up to 5,000 million euros.
The 2008 financial crisis reduced public investment in hydraulic infrastructure, moving from the 3,011 million euros annually registered between 2007 and 2010 to 1,296 million between 2011 and 2022. Likewise, according to Eurostat, in the 2013-2021 period, public investment in environmental protection represented 28 euros per inhabitant per year in Spain, compared to the European average of 47 euros.
With all this, there are 41,000 million euros of planned investment in water infrastructure, mainly 11,016 million in sanitation and purification, 8,748 million in supply and irrigation measures, 4,876 million in actions related to management and restoration and 4,871 million in actions related to irrigation and plans for agriculture.
However, another additional 44,500 million euros are required to add 85,000 million in total, to modernize and adapt the regulations of the public capital stock of hydraulic infrastructure.
This additional amount includes 15,643 million in conversion of unitary to separative networks, 15,000 million in adaptation of the national treatment of treatment plants to the new European directive or 10,849 million for the replacement of urban water supply networks, among others.
